RCC, through the ESAP project, supported the analysis of the current legal and institutional framework of Vocational Training Centres in Kosovo*, and proposed a concept for service contract arrangements that could be a flexible solution to assist Vocational Training Centres adapt to the evolving needs of the labour market for new skills and competencies.

Given the lack of accurate evidence on the relevance of training programmes of the Vocational Training Centres for the labour market needs, as well as their limited capacities and resources, the consultancy helped analyse the current legal basis of the Centres with a view to enabling the purchase of services and possible engagement in Public Private Partnership arrangements, that could enhance the impact of Vocational Training Centres. As a result of this assistance, the Employment Agency has embarked on an effort to purchase services for the Vocational Training Centres in the open market.
