RCC ESAP: 2026 Benchlearning among the Public Employment Services (PES) in the Western Balkans Six (WB6)

The Regional Cooperation Council (RCC) is seeking consultancy services to provide comprehensive analytical, methodological and policy support for the 2026 Public Employment Services (PES) Benchlearning Exercise in the Western Balkans Six (WB6), implemented under the Employment and Social Affairs Platform 3 (ESAP 3) project. The assignment will support the preparation, implementation and follow-up of the third WB6 PES Benchlearning cycle, fully modelled on the EU PES Benchlearning methodology. The consultancy will contribute to performance benchmarking, mutual learning and peer review among WB6 PES, and to the formulation of evidence-based, actionable recommendations aimed at strengthening PES capacity, service quality and organisational performance, in line with the European Pillar of Social Rights and ESAP 3 strategic objectives.
