Employment and Social Affairs Platform 3 (ESAP 3) project of the Regional Cooperation Council (RCC) supported members of the ESAP 3-facilitated Western Balkans Network for Tackling Undeclared Work in attending the workshop on tackling undeclared work and bogus self-employment in private security sector, as well as explored opportunities for stronger cooperation with European Labour Authority (ELA)

Workshop on tackling undeclared work and bogus self-employment in the private security sector was held on 10–11 February 2026 in Bratislava, Slovakia. It was organised by the European Labour Authority (ELA).  Employment and Social Affairs Platform 3 Project (ESAP 3) of the Regional Cooperation Council (RCC), upon invitation extended to the Westen Balkans Six (WB6), supported members of the Western Balkans Network for Tackling Undeclared Work in attending the workshop.

The two-day workshop covered research findings, cooperation practices, challenges and initiatives related to tackling undeclared work and bogus self-employment in the private security sector. The event gathered representatives of relevant enforcement authorities, ministries and social partners from the EU and the WB6.

Opening remarks were delivered by Krzysztof Bandasz, Head of Sector for Tackling Undeclared Work at ELA. In his introductory address, Mr. Bandasz highlighted the importance of addressing undeclared work and bogus self-employment in the private sector and welcomed representatives from the enlargement region (Albania, Montenegro, North Macedonia and Serbia).

Workshop nurtured discussion and sharing experiences, as participants had chance to engage through breakout sessions on following topics: effective prevention measures, licensing frameworks, inspection challenges, cooperation with other institutions and organisations, cooperation with third countries, awareness-raising activities, subcontracting practices in the private security sector, and the role of large-scale events, role of social partners in tackling undeclared work in the private security sector, limitations related to self-employment, emerging platform-based or intermediary models, and the responsibilities of contracting authorities and clients in preventing undeclared work and bogus self-employment. WB6 representatives actively engaged in these exchanges.

In addition, Mr. Eljo Mucaj, Head of the Labour Inspectorate of Albania, delivered a presentation titled “Tackling insecurities in the private security sector - the Albania case”. He outlined the legal and regulatory framework governing the private security sector in Albania, inspection methodologies, key results and institutional cooperation mechanisms.

In parallel, while at ELA headquarters, members of the RCC ESAP 3 project team held meetings with ELA representatives to explore opportunities for strengthening cooperation. Discussions covered two key areas of ELA’s mandate relevant to ESAP 3: the European Employment Services (EURES) and the European Platform Tackling Undeclared Work.
