This publication provides a rapid assessment of social dialogue and collective bargaining in Montenegro, looking at their legal framework, institutional set-up and practical functioning. It was prepared under the European Union-funded ESAP 3 project, implemented by the ILO, to support informed discussion and policy reflection.
