Benchlearning among Public Employment Services

We are working with Public Employment Services from the Western Balkans to create a systematic connection of performance comparisons and mutual learning opportunities in line with best EU practice


With limited PES resources, there is an increasing need to demonstrate the value of PES interventions for money. Comparing the performance of public employment services against relevant benchmarks can help identify good practices and foster mutual learning. The ESAP project will support Western Balkan PES offices in implementing a regional benchmarking exercise that will help them in assessing and improving their performance, in line with the best EU practice in this field.

ESAP immediate objectives

  • The overall objective of the benchlearning initiative is to strengthen the capacities of PES offices for performance measurement and management. To that end, the initiative will contribute to enhanced organizational development and improved performance through the identification, sharing and replication of good practices.
