ESAP Capacity Building Actions

During the high-level sub-regional conference on the Economic and Social Councils (ESCs) in the Western Balkans, in Belgrade on 5-6 July 2017, working group sessions were organised in order to agree upon key actions which will assist in improving the effectiveness of the ESCs in the region and lead to sustainable results, both at the national and sub-regional levels.

The working groups identified the following activities to be undertaken with the development assistance provided by ESAP:

Sub-regional

  1. Sub regional seminar on legal solutions and changes for improving the effectiveness  of Economic and Social Councils, on 14 – 16 November 2017, Sarajevo, Bosnia and Herzegovina

  2. Sub-regional training for Economic and Social Council secretariats, on 15 – 16 November 2017, Sarajevo, Bosnia and Herzegovina

  3. Sub-regional Training for Economic and Social Council Secretaries Part II, on 8 – 10 May 2018, Igalo, Montenegro

  4. Sub-regional conference on sharing results  and lessons learned  in the implementation of selected recommendations – tentative October 2018

National actions

  1. “Economic and Social Council Information Days”
    will assist in the organisation of “ESC Information Days” for members of parliaments in the six target countries in order to raise awareness on the ESC’s role and works.

Peer-to-peer learning

  1. Experience and good practice sharing between the Republic of Serbia and Bosnia and Herzegovina- Republika Srpska regarding  the operations of specialized Standing Committees and their effectiveness in dealing with broad policy matters.

  2. Transfer of know-how from the ESC of the FYR of Macedonia to the National Council of Labour of Republic of Albania on the establishment of a tracking system on the councils opinions and their follow up by the Government /Parliament.
