Expert support for the development of manuals for system of management by objectives and local employment action plans for public employments services (PESs) in the WB6 economies, July – November 2018

ESAP Project has provided expert support in developing manuals for the establishment of a system of management by objectives and local employment action plans.

Based on the results of the benchlearning exercise among the Western Balkan PES offices, as well as the evidence from the interviews and meetings with representatives of PESs, establishing systems of management by objectives (strategic performance management) was indicated as a major priority for the PESs.

The manual on system of management by objectives will serve regional PESs to identify key objectives for PES performance management, perform weighting of objectives and goals and create composite indexes for performance monitoring of branches, sort branches into clusters and elaborate the methodological manual and model testing.

Another area, which has strong potential for development in the WB6 region and is an essential ingredient in the establishment of performance management by target-setting, is the development of local employment action plans. Well-developed local employment action plans result in greater level of decentralisation in decision-making and planning. In addition, local employment action plans increase the coverage of unemployed persons by active labour employment measures. Consequently, a manual for the development of local employment action plans will be proposed to the regional PESs.

Both manuals will be shared with the PES offices and discussed at joint meetings.
